Background

Haverford Township recently completed a redistricting process to ensure fair and balanced representation across all nine wards. This effort was required by law to realign the Township’s voting districts so that each contains roughly the same number of electors, based on the results of the 2020 federal census.
Redistricting helps maintain equal representation, ensuring that every resident’s vote carries the same weight.


Why redistricting was needed?

According to the 2020 census, Haverford Township has a population of 50,430. When divided across the Township’s nine wards, the average ward size is 5,603 residents.
The 4th Ward, however, had a population deviation of 10.6% above the average. Generally, ward boundaries should not differ by more than 10%. Because of this, adjustments were needed to bring ward populations back into balance.
To assist with this process, the Township engaged CH Planning, a professional planning and consulting firm, to analyze the data and provide recommendations. CH Planning prepared a report that offered three recommendations.


What changes are anticipated

After receiving public input via an online survey and holding a Public Hearing on March 10, 2025, the Board of Commissioners adopted Ordinance #3014-2025 that transfers approximately 425 voters from the 4th Ward into the 3rd Ward.

Residents on the following streets MAY be impacted:

  • Darby Road; Ellis Road; Golf View Road; Sulgrave Road; Woodcroft Road; Clearfield Road; Decatur Road; Prescott Road; and Colfax Road

For these residents, the redistricting means:

  • A change in ward representation (from Ward 4 to Ward 3).
  • A change in polling location when voting.

Timeline and implementation


Ordinance #3014-2025 has been adopted by the Board of Commissioners, but the changes must also be reviewed and approved by Delaware County and the Pennsylvania Department of State.


  • November 4, 2025 Municipal Election: Residents will continue voting under the current ward boundaries. No changes will take effect for this election. In other words, residents in Ward 4 will continue to vote in the 4th Ward during this election cycle.
  • May 19, 2026 Primary Election: Delaware County’s goal is to have the new ward boundaries in effect by the May 19, 2026 Primary Election.

Notification and communication


Households affected by the redistricting received a postcard notice before the ordinance was adopted. Once final approval is granted, Delaware County will directly notify all impacted residents with updated information about their ward and polling location.


Until that time, voters who may eventually move into the 3rd Ward will still vote in the 4th Ward in November 2025.
