Tactical EMS

The Haverford Township Police and Paramedic Department have created a new collaborative program dedicated to providing immediate medical assistance to injured people involved in high-risk or life-threatening situations.

The Tactical EMS (TEMS) program, which involves four Paramedics specially trained to work alongside members of the Haverford Township Police Tactical Unit, began operating in the Haverford community in January of 2003. Each paramedic received specialized tactical response training that prepared them to safely and effectively provide emergency medical care in a unique environment of tactical law enforcement operations. Tactical Emergency Medical Service support within the law enforcement teams has become a national standard of medical care. By placing trained paramedic personnel as closely as possible to the likely location of an injury during a high risk missions, and training exercises, we can greatly reduce the time to delivery of potentially lifesaving medical care for tactical law enforcement team members and for the public we serve.

When the Haverford Township Police Tactical Unit is deployed, a TEMS Paramedic will also immediately be deployed to work within the inner perimeter of a potentially high-risk situation in support of police officers as they perform their duties. The tactical Paramedic duties may include performing immediate medical intervention in a life-threatening injury or illness; providing medical advice to the Tactical Sergeant; liaison with EMS field officers and/or hospital staff, physicians and trauma teams; and coordination between ground or air ambulance transport units and EMS command or dispatch.
 
Goals

1. Support and enhance the mission of the public safety agencies requesting our assistance.
2. Provide medical care to prevent or reduce death, injury, and illness among police officers, firefighters, bystanders, and
    perpetrators in these high-risk situations.
3. Improve the posture of all agencies in liability-prone circumstances.

Training

The team trains an average of 8 hours per month. Training programs to date have included:

  6. SCBA and Level "B" Suit Training
  7. Explosives Recognition and Booby Traps
  8. EMS in the Tactical Situation
  9. Officer Rescue in Tactical Situation
  10. Rapid Response Training (Active Shooter Scenario w/ Victim Rescue)
  11. Demolition Exercises (WMD Scenarios)
  12. Medical Threat Assessments
